Crime Research Investigation Agency of India के Anti-Corruption Cell के National Director, Sub Major Shambhu Dayal, ने आम नागरिकों, सामाजिक संगठनों, जागरूक नागरिकों एवं संबंधित हितधारकों से भ्रष्टाचार, रिश्वतखोरी, वित्तीय अनियमितताओं, सरकारी/सार्वजनिक संसाधनों के दुरुपयोग, धोखाधड़ी तथा प्रशासनिक अनियमितताओं के विरुद्ध सजग, जिम्मेदार एवं कानूनसम्मत भूमिका निभाने का आह्वान किया है।
National Director ने कहा कि भ्रष्टाचार केवल सरकारी धन अथवा आर्थिक नुकसान का विषय नहीं है। यह पारदर्शिता, जवाबदेही, सुशासन, सार्वजनिक सेवाओं तथा नागरिकों के संस्थागत विश्वास को प्रभावित करता है। इसलिए भ्रष्टाचार के विरुद्ध प्रभावी प्रयासों में नागरिक जागरूकता, तथ्यात्मक शिकायतें, दस्तावेजी प्रमाण, पारदर्शिता तथा विधि के शासन का पालन अत्यंत आवश्यक है।
भ्रष्टाचार के विरुद्ध स्पष्ट संदेश
यदि किसी नागरिक को भ्रष्टाचार अथवा गंभीर वित्तीय/प्रशासनिक अनियमितता के संबंध में वास्तविक जानकारी प्राप्त होती है, तो उसे संबंधित सक्षम सरकारी/वैधानिक प्राधिकारी को उचित माध्यम से शिकायत करनी चाहिए।
शिकायत में जहाँ संभव हो, निम्न विवरण उपलब्ध कराया जाना चाहिए:
- घटना की तिथि एवं स्थान;
- संबंधित कार्यालय/विभाग एवं अधिकारी/कर्मचारी का विवरण;
- पत्राचार एवं आदेशों की प्रतियाँ;
- भुगतान/लेन-देन से संबंधित प्रमाण;
- उपलब्ध रिकॉर्ड, दस्तावेज अथवा डिजिटल साक्ष्य; और
- प्रत्यक्षदर्शी अथवा अन्य सत्यापन योग्य जानकारी।
झूठी एवं दुर्भावनापूर्ण शिकायतों के विरुद्ध चेतावनी
भ्रष्टाचार विरोधी अभियान का उद्देश्य किसी निर्दोष व्यक्ति को बदनाम करना, व्यक्तिगत विवाद का समाधान करना, दबाव बनाना अथवा सोशल मीडिया पर बिना प्रमाण आरोप प्रसारित करना नहीं है। हर शिकायत तथ्य, प्रमाण और सद्भावना पर आधारित होनी चाहिए।
किसी आरोप के संबंध में कानूनी निष्कर्ष सक्षम प्राधिकारी द्वारा उचित जाँच और निर्धारित प्रक्रिया के पश्चात ही निकाला जाना चाहिए। संबंधित व्यक्ति को कानून के अनुसार अपना पक्ष रखने तथा न्यायसंगत प्रक्रिया (Due Process) का अधिकार है।
साइबर अपराध एवं वित्तीय धोखाधड़ी से सावधान
नागरिकों को OTP, ATM/Debit Card विवरण, PIN, UPI PIN, Internet Banking Password अथवा अन्य गोपनीय वित्तीय जानकारी किसी अज्ञात व्यक्ति के साथ साझा नहीं करनी चाहिए।
पुलिस अधिकारी, सरकारी अधिकारी, बैंक अधिकारी या अन्य प्राधिकारी बनकर फोन, WhatsApp अथवा वीडियो कॉल के माध्यम से धमकी देकर धन की मांग करने वाले व्यक्तियों से सावधान रहें।
ऐसी घटना होने पर नागरिकों को तत्काल संबंधित अधिकृत पुलिस/साइबर अपराध/सरकारी माध्यम पर शिकायत करनी चाहिए तथा उपलब्ध इलेक्ट्रॉनिक साक्ष्य को सुरक्षित रखना चाहिए।
महिलाओं, बच्चों एवं कमजोर वर्गों की सुरक्षा
महिलाओं, बच्चों, वरिष्ठ नागरिकों एवं अन्य कमजोर व्यक्तियों के विरुद्ध अपराध, उत्पीड़न, शोषण अथवा धोखाधड़ी की जानकारी मिलने पर तत्काल संबंधित पुलिस अथवा सक्षम वैधानिक प्राधिकारी को सूचित किया जाना चाहिए। पीड़ितों की गरिमा, निजता एवं पहचान की सुरक्षा को प्राथमिकता दी जानी चाहिए।
Anti-Corruption Cell का उद्देश्य
Anti-Corruption Cell का उद्देश्य जन-जागरूकता बढ़ाना, भ्रष्टाचार विरोधी नैतिक मूल्यों को प्रोत्साहित करना, वास्तविक शिकायतों को उचित एवं वैधानिक मंच तक पहुँचाने में नागरिकों को जागरूक करना तथा पारदर्शिता एवं जवाबदेही के प्रति जन-सहभागिता को बढ़ावा देना है।
जहाँ किसी मामले में FIR, गिरफ्तारी, तलाशी, जब्ती, अभियोजन या अन्य वैधानिक पुलिस/प्रशासनिक कार्रवाई की आवश्यकता हो, वहाँ ऐसी कार्रवाई केवल संबंधित सक्षम सरकारी/वैधानिक प्राधिकारी द्वारा लागू कानून एवं निर्धारित प्रक्रिया के अनुसार की जानी चाहिए।

- हम सोशल मीडिया पर अपुष्ट आरोप नहीं फैलाएँगे।
- हम कानून को अपने हाथ में नहीं लेंगे।

A STRONG PUBLIC CALL AGAINST CORRUPTION

Sub Major Shambhu Dayal, National Director, Anti-Corruption Cell, Crime Research Investigation Agency of India, has called upon citizens, social organizations, responsible members of the public and other stakeholders to play an alert, responsible and lawful role, in preventing and reporting corruption, bribery, financial irregularities, misuse of public resources, fraud and administrative misconduct.
The National Director stated that corruption is not merely a matter of financial loss. It can affect transparency, accountability, good governance, public services and public confidence in institutions. Effective efforts against corruption therefore require public awareness, factual complaints, documentary evidence, transparency and respect for the rule of law.

Citizens having genuine information concerning alleged corruption or serious financial/administrative irregularities should submit their complaint through the appropriate competent government/statutory authority and lawful channel. Where available, complaints should include:
- Date and place of the incident;
- Relevant office/department and concerned persons;
- Copies of relevant correspondence and orders;
- Payment or transaction records;
- Documentary or digital evidence; and
- Other verifiable information.
Warning Against False and Malicious Complaints
The purpose of an anti-corruption campaign is not to defame an innocent person, settle private disputes, create pressure or circulate unsupported allegations on social media. Every complaint should be based upon facts, evidence and bona fide reasons.
A legal conclusion regarding an allegation should be reached by the competent authority after following the applicable procedure. Every concerned person is entitled to due process and a fair opportunity to present their case in accordance with law.
Cyber Crime and Financial Fraud Awareness
Citizens should never share OTPs, ATM/Debit Card details, PINs, UPI PINs, Internet Banking Passwords or other confidential financial information with unknown persons.
The public should remain alert to fraudulent calls, WhatsApp messages, video calls and threats by persons falsely claiming to be police officers, government officials, bank officials or other authorities.
In case of suspected cyber crime or financial fraud, citizens should immediately report the matter through the appropriate authorized police, cyber crime or government channel and preserve available electronic evidence.
Protection of Women, Children and Vulnerable Persons
Any information concerning crime, exploitation, harassment or abuse involving women, children, senior citizens or other vulnerable persons should promptly be brought to the notice of the appropriate police or competent statutory authority. The dignity, privacy and identity of victims should be protected.
Role and Objective of the Anti-Corruption Cell
The Anti-Corruption Cell seeks to promote public awareness, ethical conduct, transparency and accountability, and to encourage citizens to communicate genuine concerns through appropriate lawful channels.
Where a matter requires registration of an FIR, arrest, search, seizure, prosecution or any other statutory police/administrative action, such action must be undertaken by the competent government/statutory authority in accordance with applicable law and prescribed procedure.
